Stirling’s last Cultural Strategy was published in 2017 and, since then, there have been
changes in the economic and social environment, locally, nationally and internationally,
driven by major changes such as Brexit, the Climate Emergency and the Covid-19
Pandemic.
Stirling Council require to commission support to help develop a new Cultural Strategy for
the area which grasps our bold vision and aspirations for Stirling’s future and outlines how
we will embrace our particular opportunities, tackle our particular challenges and ensure that
our cultural and creative economy grows sustainably and inclusively, providing an
opportunity for our residents, communities and the creative sector to participate and achieve
positive outcomes.
We require an experienced individual, company or organisation to support the development
of our Strategy and deliver the following:
Evaluate Stirling’s Cultural strengths, weaknesses, opportunities and threats using
the data we already possess - from Cultural Partners and UK City of Culture bid -
and from your own research and understanding of the current local, national and
international current and future sector outlook.
Engage with key local and national partner organisations and businesses to
undertake research and discussion designed to inform the final strategy and ensure
that all of our key stakeholders, and the wider community, can feel ownership of the
final document
Ensure Stirling’s strategy aligns strategically and beneficially to all relevant local,
regional and national strategies including A Culture Strategy for Scotland.
Work closely with the Council’s Culture and Events Team to design and deliver
effective consultation with partners, communities and businesses and with our
cultural partners through the Cultural Board, Scene Stirling (our Place Partnership)
and the UK City of Culture Working Group
Undertake a mapping exercise of current and proposed new cultural providers to
include roles and remits
Produce a final strategy document and strategic action plan

12 noon. Proposals will be assessed on the attached evaluation criteria to include
experience, track record, and price (downloadable here). This is a short piece of work (July –
September 22).
